In order for the Scopus Content Selection & Advisory Board (CSAB) to start reviewing the journal, it must meet the following minimum criteria (it should be noted that these criteria are constantly updated):
- The journal should contain only peer-reviewed articles
- Publication regularity (ISSN) must be ensured
- The content of the journal should be relevant and clear to the international audience (abstract in English, bibliography – only in Latin (Cyrillic is given in transliteration))
- The journal must comply with publishing ethical standards.
Compliance with these requirements is confirmed by the agreement posted on the Scopus website before the (Suggestion Form).
Listed, as well as other criteria for inclusion in the Expert System (Scopus Title Evaluation Platform - STEP). All criteria are divided into 5 categories and criteria:
- Journal policy
- Convincing journal policy (evaluated by the site, the editorial articles on the site of the journal - description of the goals and objectives of the journal, subject matter, target and author audience and all subsequent criteria in this section)
- Type of review (4 levels: review by editor-in-chief; open peer review; single-blind peer review (anonymous); double-blind peer review (anonymous))
- Geographical diversity of origin (location) of members of the editorial board (international composition – the best, national – minimum; it is desirable to have at least 10-20% of foreigners from different countries, preferably from different continents)
- Geographical diversity of origin (location) of authors (same as for editors)
- Content
- Scientific contribution to the field of knowledge (estimated by the content of the submitted articles, as well as the content of journal issues and abstracts in English on the journal's website and all information on the website)
- Clarity of abstracts
- Quality and relevance of the articles content to the issues of the publication
- Readability of articles (see Section 2.1. They also study how non-English articles are issued; it is desirable to have articles in English and make the journal bilingual: some articles in English, some – in Ukrainian, or parallel text in two languages, translate all articles, if possible; if there are articles in English, the quality of the English language is assessed; the language quality is also assessed by the author's resume)
- Index of the journal
- Citation of journal articles in Scopus (the journal citation is checked by a simplified version of the title, which is proposed as the main; if you offer an English title, and the references mainly contain the Ukrainian title (in Scopus they are transliterated), these references will not be found)
- Editor Standing (Scopus checks the availability and citation of publications of three members of the editorial board: the editor-in-chief (preferably, but not necessarily) and two other members of the editorial board. It is desirable to make sure in advance that the proposed member of the editorial board has publications, citations and formed profile, if there are several profiles and articles that have not been added to the profile, it is desirable to merge all into one profile. Scopus offers such features. A link to the personal page of each of the three verified members of the editorial board is also added to the expert system; personal pages must be in English))
- Regularity
- Adherence to the publication schedule (issue of the journal in time) (it is checked on the site. It is necessary that during registry, when the journal is issued, there were contents and abstracts in English of the current issue, corresponding to the schedule)

- Online availability
- Availability of the content of the journal via the Internet (availability of content can be both on the journal site and on another platform, determined by the specified access address in the application)
- Availability of the home page (site) of the journal in English (if there is the site of the journal according to the application)
- Quality of the journal site (the quality of the journal site in English is evaluated)
